It seems to be a reference to the “circle game” (https://knowyourmeme.com/memes/the-circle-game) which is a “reason” for bullies to punch someone. I had never heard about it before, although bullies have always invented ways to punish those they choose to prey upon.
The circle game is a lot older than know your meme states. At least as early as the mid-80s, when I was introduced to it.
And it was more of an excuse for a kid and their jerk friend to punch each other than for a bully to do so. Not that a bully wouldn’t have just wandered around making circles and then punching everyone in sight, mind you.
