A pity the poor location, i.e. the loose end of a string, won’t attract any birds, as they favour the security of birdhouses that are nailed to tree trunks, or other static structures.
Not only are those people still homeless, but they’ve also contributed to the problem of “why are there still homeless when there are empty houses?”

Get enough humans around and you have a whole host of rules requirements and logistical challenges to everything from everywhere else to “here”. That costs a lot of time and inputs – so prices rocket. At half of current population level there are a lot more places to make resources, and not so many consumed, and no need for so many rules – so most everyone can afford decent sized housing.
